AREAS OF WORK

 

The Office for National Minorities of the Republic of Slovenia is an independent professional service within the Government of the Republic of Slovenia. The basic provisions on the protection of national communities and the Roma Community are set out in the Constitution, whilst more detailed provisions are included in legislation in various areas that relate in any way to the position of national communities and the Roma Community. With such a division of responsibilities, the main duty of the Office for Nationalities is the global supervision of the realisation of the provisions of the law on the protection of national communities and the Roma Community, monitoring the practical effects, drawing attention to problem areas, preparing suggestions and initiatives for the Government and other state bodies, and preparing analyses and reports with the relevant ministries on the wider issues regarding the protection of national communities and the Roma Community.
 
The direct tasks of the Office for National Minorities include tasks that are not carried out by other state bodies:

 

• implementing expert tasks relating to the position, rights, obligations and developmental possibilities of the Italian and Hungarian National Communities and the Roma Community, which are required to realise the responsibilities and obligations of the Government of the Republic of Slovenia arising from the Constitution of the Republic of Slovenia and all valid regulations if they are not included in the work of other state bodies or self-governing local community bodies.
• cooperating with administrative bodies, research and other organisations and non-governmental organisations in the implementation of its tasks;
• discussing issues related to enforcing the special rights of the Italian and Hungarian National Communities and the Roma Community;
• cooperating with the competent bodies in the Republic of Croatia on matters referring to the enforcement of the special rights of the Italian National Community in Slovenia;
• preparing analyses, materials, initiatives and proposals for meetings of the Government, its bodies and other state bodies, as well as monitoring the effects of decisions related to the Italian and Hungarian National Communities and the Roma Community;
• overseeing the implementation of the Government's decisions pertaining to the Italian and Hungarian National Communities and the Roma Community in the Republic of Slovenia if such matters are not included in the scope of work of other state bodies or self-governing local communities bodies;
• implementing expert, administrative and technical tasks of the Government Commission for the two National Communities and the Government Commission for the Protection of the Roma Community;
• cooperating with the National Assembly Commission for the two National Communities;
• cooperating in appropriate working bodies of ministries, research institutions and other organisations founded or co-founded by the Government of the Republic of Slovenia which deal with the position, rights and obligations or the study of the Italian and Hungarian National Communities and the Roma Community in Slovenia;
• planning and monitoring the use of financial means for the needs of the Italian and Hungarian National Communities and the Roma Community on the basis of the Office's financial plan;
• carrying out tasks in connection with the Italian and Hungarian National Communities and the Roma Community, referring to appropriate bodies at the Council of Europe, the European Union, the United Nations Organisations and other international organisations;
• implementing other tasks in connection with the Italian and Hungarian National Communities and the Roma Community in accordance with the Constitution of the Republic of Slovenia and current legislation.
